Recent periods may also be revised when authorities submit late records, classifications change, an approval is amended or updated population estimates affect the derived rate. An approval is an administrative decision, not proof that work has started, finance has settled or a completed home will reach the market. It is therefore neither a construction-completions measure nor a forecast of housing supply, prices or investment returns.
