Victoria's lowest-price ranking compares the latest suburb median house prices published for each suburb, from the smallest upward. Those medians are derived from state Valuer-General records and paired with ABS Census population data. Any zero price is treated as missing and removed, while suburbs below 200 residents are also excluded because a tiny population can produce an unstable or privacy-affected median. The freshness line uses the latest price period found in the Victorian response; some suburb observations may still refer to earlier transaction windows. This is a ranking of medians, not a catalogue of homes available at that figure. Differences in housing type, block size, condition and turnover remain inside each number. The list does not account for commuting costs, amenities or financing, makes no prediction about future prices and should not be read as personal property advice.
